To prevent this issue, the Free Software Foundation advises people who want to license their work under the GPL to use the following phrasing: GPLv3 of June 29, 2007 contains the basic intent of GPLv2 and is an Open Source license with a strict copyleft However, the language of the license text was strongly amended and is much more comprehensive in response to technical and legal changes and international license exchange. The "or later" bit was meaningless until the first GPLv3 (or later) code change was introduced, and it wasn't forced by anyone since it wasn't even part of the license. Users of GPLv2-or-later software cannot use GPLv3 clauses against other users (such as patent grants), as either party can always claim to be using the code under either license. @quickly_now - that is why the Tivoisation stuff was added in the GPLv3, so if you use GPLv2 code in an appliance, you don't really have to release it, but if you use GPLv3 code, you do.

So, you see, although the GPLv3 protects some end users, it is intellectually dishonest to say that, in all cases, the GPLv3 necessarily protects the freedoms of the vast majority of end users. It protects only a minority of hackers or brave, savvy users with hacker friends, and applies only to devices that provide ways to apply updates.

Remember that Tivo used GPL code and never released their modifications, which upset a bunch of people and in part lead to the GPLv3.

@peterh GPLv3 "does it better" by adding restrictions that GPLv2 didn't have. I think there's a reasonable argument to make that they shouldn't have done that. But personally I don't really care too much what the FSF does – I won't use any license they create or contribute to any project under one of their licenses.

GPLV2 vs GPLV3 .
The Affero General Public License (Affero GPL and informally Affero License) is a free software license. The first version of the Affero General Public License (AGPLv1), was published by Affero, Inc. in March 2002, and based on the GNU General Public License, version 2 (GPLv2).The second version (AGPLv2) was published in November 2007, as a transitional license to allow an upgrade path from

The GPLV2 was the former licenses released in 1991 while the most recent, the GPLV3, was released in 2007. 2.GPLV3 is longer compared to the GPLV2 since it almost tried to cover the same issues with the former license. Software released under GPLv3 will run on a GPLv2 kernel, just as software released under other licenses does. GPLv3 software will not be available for use in GPLv2 software, but perhaps the possibility of dual-licensing will emerge as a compromise, as Torvalds and others have speculated on the kernel developers’ list.
